Windows ME, not Windows You, is the successor to Windows 98.
Creation
Created around the same time as Windows 2000, Windows ME was supposed to be the "home" version of W2K. But all the home users ended up using 2K anyway.
Design
It looks kinda like Windows 98 and is probably based off the same code base.
