The Neochubbz effect happens when one appears shortly after being mentioned. The canonical example of a Chubbz effect is as follows:
<Abwayax> roflmyrna <Izwzyzx> Whatever. <Abwayax> tehFOO <Izwzyzx> Say... WHAR IZ CHUBBZ?!?! * Neochubbz has joined #baseclub
Notice that Neochubbz appears after being mentioned. This is why the effect was named after him.
