The Governmental Warmonger is basically the President of the United States of Nooooooooooo. In the FUTURE. He wants More Nukes, but is opposed by the Hippies.
The difference between a Governmental Warmonger and a President is that the Governmental Warmonger isn't limited by a system of checks and balances, basically making him a king, though people don't really listen to him.
